This was what life was like in the 20th century, when almost everyone over the age of majority was expected to pay a notional amount toward their own upkeep but Labour councils supported their local scroungers by not making that much of an effort to collect the tax, especially in Scotland.

Peasants revolted against paying their way in the 14th century,
they did it again 600 years later. Looks like the peasantry
will always be revolting scroungers.
